Joe heads the software development practice at the Exchange. His role also involves leading and managing all aspects of IT, including the in-house IT team and external IT suppliers.

Before this, Joe delivered firm-wide and client facing technical software enhancements and projects for an international law firm (Legal 500, ISO27001).

Previously, over 13 years working across Guernsey's Civil Service, Joe introduced the practices of DevOps and SecOps, led and managed distributed and remote teams of software developers and suppliers, and improved the security and functionality of the States of Guernsey's expansive and diverse web application portfolio.

Joe is a Professional Member of the British Computer Society (MBCS) and has participated as Chairman of the Guernsey International Section of the BCS and continues as a Committee Member of BCS Guernsey.
